Contrary to other yum installation attempts for collectd packages, keystone token dependency rpms (ex: libdbi-dbd-mysql) aren't sought through EPEL, but are officially available. While the flow of playbook role collectd-openstack makes it seem like the package should be available through EPEL.
The failure of collectd-openstack role occurs when subscription manager is not enabled on controller because OSP was installed through undercloud. The patch might not be needed by heavy users of browbeat, but is super useful when one is figuring out what went wrong in an attempt to add keystone token count support to collectd conf.
